The Master completionist cape is the only item with a Recolour option.
Players examine it as: “The cape worn by only the most experienced players.”.
Wear the cape, then choose Recolour. That opens the colour picker. Recolour only works while the cape is worn.
A Custom Item Token does not recolour this cape. Token customs are already dyed when you get them. There is no kit or NPC that recolours other items.
