The Master completionist cape is the only item with a Recolour option.
Players examine it as: “The cape worn by only the most experienced players.”.
Wear the cape, then choose Recolour. That opens the colour picker. Recolour only works while the cape is worn.
A Custom Item Token does not recolour this cape. Token customs are already dyed when staff give them to you. There is no kit or NPC that recolours other items.
See Recolourable items.
